Interviewers - Richard Manning and Dan Hall. Wolf outlines government reorganization plans by the Nixon and Carter administrations. He focuses on the Nixon plan to divide the country into ten regions in relation to the Forest Service as well as the broader impact. The Carter attempt to create a Department of Natural Resources differed and related more specifically to the Forest Service and the BLM. Wolf also recalls legislative responses to both plans.
