He focuses on the Nixon plan to divide the country into ten regions in relation to the Forest Service as well as the broader impact. The Carter attempt to create a Department of Natural Resources differed and related more specifically to the Forest Service and the BLM. Wolf also recalls legislative responses to both plans.
