Robert Elton Cox was born February 6, 1917, at Mannsdale, Mississippi in Madison County. His parents were Elton D. Cox and Leita Mann Cox. He attended school in Madison, grades one through twelve. He graduated from Millsaps College in Jackson. He taught and coached for two years before going into service. He was a weather forecaster in the States and Libya. After returning to the States he coached in Columbia and Tunica. Then he was principal at Canton High School for five years. He was then elected as superintendent of Madison County schools for twenty-four years.
