Jo grew up in Mackay, Queensland, and went to work at a young age. She put herself through night school while working to train in accountancy. Jo found work with various accounting firms before hearing about the Korean War and deciding to join the navy. She joined the Women's Royal Australian Naval Service (WRANS) in Brisbane in 1951 and signed up for four years service. Jo trained in Victoria at Crib Point, Victoria, and was drafted to the Flinders Naval Depot on HMAS Cerberus until discharged at the end of the war.
